A counter-terrorism coalition should be set up to develop legislation that will be effective. 1 to 2 people from every nation, friend or foe, should be allowed to sit in on legislative sessions in a non-voting capacity to develop an effective and truly international anti-terrorism program. Enforced disappearance of Malaysian dissidents shows that laws that are not enforced through penalties are not laws, and a constitution that does not offer the right to resist is not a constitution. When government actions are unconstitutional, the people must resist. Natural law and international law must be enforced to protect all people from enforced disappearance, torture and other abuses, and absolute law must take precedence over international law and the Constitution.
