Torture is contrary to human nature, and the government should comply with the guidelines in the Humanitarian Convention §1 and the World Declaration of Human Rights § 18. Article 53 of the Vienna Convention on the Law of Treaties are not being observed. Local practices such as abuse of innocent individuals and torture must end, and absolute law must take precedence over international law and the Constitution. After a ceasefire is in place in Syria the UN should provide the basic principles for drafting a constitution which will allow peaceful development to take place. This should include an organizational structure incorporating universal values (freedom, democracy, human rights and rule of law) and be built on four main branches (legislative, executive, judicial and procuratorial). All democracies should support Taiwan's charter for constitutional reform to achieve greater democracy and freedom and attract China's 1.4 billion people to seek democratization of the CCP. This would lead North Korea to follow suit, and the result would be the birth of world peace. Russia is a problem-maker, not a problem-solver. The US should support Taiwan's drive for constitutional reform to achieve greater democracy and freedom. This would inspire China's 1.4 billion people to call for democratization and pressure Russia to adopt real democracy as well. And the result would be world peace. Human security is a basic human right. South Korea is in urgent need of comprehensive constitutional reform, and human rights conventions ensure that the people have the right to referendums on any public issue. The advances made by the global village over the past millennia should all be embraced by South Korea in a series of paradigm shifts.
