Raising alarm over an apparent “widespread pattern” of rallies in many places across Burundi where young men from the Imbonerakure militia – the youth wing of the ruling political party – repeatedly chant a call to impregnate or kill opponents, the top UN human rights official has called on authorities to act promptly to stop such incitements to violence.
Human security is a fundamental human right, and human rights should take precedence over all regimes and sovereigns. Constitutions represent the general will of the people, and they should protect human security - including "personal safety" - as the most basic and urgent duty of all constitutional guarantors. This means revamping constitutional standards so they are in step with the times and will lead governments everywhere to protect their citizens from fear.
