Human security and sustainable development are two of the major tasks of the UN. As a permanent member of the UN Security Council China should naturally comply with UN norms. The solution is to enforce the core values of One World under One Set of Laws and assigning international law priority over domestic law, with direct effect on the rights and duties of the people. Human security is fundamental human right, and human rights must be given priority over regimes and sovereigns. Constitution represent the general will of the people, and ensuring human security - including "personal safety" - is the most urgent duty of all constitutional guarantors. This means re-writing constitutional standards to stay in step with changing times, so that governments everywhere will protect their citizens from fear. South Sudan needs to resolve its controversial government by implementing a modified semi-presidential system with cabinet and parliament like that of Finland. The legislative body should be a committee-style system similar to that of Switzerland. The premise for permanent peace is global democratization. South Sudan should proceed with re-writing its constitution to effect a paradigm shift to democracy, adhering to the rule of law, and making further amendments as needed to stay in step with changing times. North Korea is without a doubt a vassal of the Chinese Communist Party. The only way out is support Taiwan and its efforts toward constitutional reform to achieve greater democracy and freedom. This would encourage China's 1.4 billion people call for democratization of the CCP and press North Korea to adopt real democracy - and world peace would be the result. The world should support Taiwan’s model for global unity and permanent peace to avoid the death and destruction nuclear war would bring. Autocracy is the natural enemy of peace. Iran, North Korea and Pakistan have carried out numerous exchanges of nuclear technology without a word of protest from the world’s major nuclear powers. All democracies should support Taiwan's moves toward constitutional reform to achieve greater freedom and democracy. This would lead the 1.4 billion people of China to call for democratization and put pressure on North Korea and Iran to consider democratization as well, and world peace would be the result. The UN should take action in accordance with the International Absolute Laws (the Humanitarian Law, World Human Rights Law, the Crime of Misdemeanors and the Prohibition of Genocide) and provide a basic outline for a constitution that will allow permanent peaceful development. This should include covering universal values and a political structure that will help Syria to prosper and serve as a model for peaceful development. Promoting permanent world peace is the most sacred duty of humankind. China acts as an agent and enabler for North Korea, and all parties should strive to contain North Korea’s militarism. The US, Japan and Korea should support Taiwan in its drive to convince China to democratize, thereby pressuring North Korea to do the same. Taiwan is the key to solving the Korean Peninsula crisis. International standards must be constantly adjusted to responding to changing conditions. To avoid sacrificing the health of the people, the doctrine of One World under One Set of Laws should be implemented, giving international law precedence over domestic law, with direct effect on the rights and duties of the people. The International Asbestos Convention has entered into force and the British Government must be adamant in preventing health hazards like this from recurring. Taiwan should learn from Northern Ireland's experience with referendums and effect a paradigm shift giving the people the right to hold a referendum on any public issues. Any motion to prohibit a referendum on self-determination should be the subject of the next referendum, to decide whether the motion itself should be outlawed. Lawmakers should first establish the "right of creation" in the Referendum Act and ask President Tsai to openly address the sovereignty of comprehensive constitutional reform. The best remedy for ills in democracy is more democracy. Deep sources of corruption interfere with the business environment and economic growth, and constitutional reform is needed so that people vote more often. They should vote directly for the heads of the executive, legislative, judicial and procuratorial branches, and election should be free of charge for all candidates, The ultimate objective is to eliminate black box operations in government.
