Human security and sustainable development are two of the major tasks of the UN, and all nations, whether member nations or not, should adopt the core values of the UN and One World under One Set of Laws, assigning international law precedence over domestic law, with direct effect on the people. Regardless of who is sits on the throne, absolute power inevitably breeds absolute corruption, thus the powers of the ruler must be limited to avoid abuse of power. China is not a democracy and its constitutional problems are daunting. Xi Jinping wants to "put power in the system into a cage," but that is likely to translate to putting China's 1.3 billion people behind bars. After a ceasefire is in place in Syria the UN should provide the basic principles for a constitution suitable for permanent peace and development in all nations. This should include organizational structure and universal values (freedom, democracy, human rights and rule of law), with four main branches (legislative, executive, judicial and procuratorial). The aim is to help Syria draft a constitution that will support lasting development and serve as a model for other nations to follow. See the Charter for Permanent Peace and Development.

To resolve the conflict in South Sudan its government system needs to be replaced with a modified semi-presidential system with cabinet like that of Finland, with a committee type legislative system similar Switzerland’s. The prerequisite for lasting world peace is global democratization. South Sudan should carry out rebuilding its constitution to implement a paradigm shift to democracy and One World under One Set of Laws. The relevant provisions of the Hong Kong Basic Law and one country, two systems doctrine both state that China cannot interfere in Hong Kong’s affairs, yet Beijing authorities constantly meddle in the SAR’s internal affairs. Article 39 of the Basic Law guarantees the right of the people to self-determination, and the people have the right to hold referendums on any public issues. The people of Hong Kong people should adhere to the two conventions and hold a referendum to decide their future. Otherwise when the dictatorship becomes reality, they will be obliged to resist.

Human security is a basic human right. Taiwan's most pressing need is for full constitutional reform, which should include human rights conventions and the right to petition for a referendum of any public issues. The advances realized in the global village in the past millennia should all flow into Taiwan in a paradigm shift. Autocracy is the enemy of human peace, and the prerequisite for lasting world peace is global democratization. China is an enabler and agent for North Korea, and all democracies should do their best to avoid antagonizing Pyongyang. The US, Japan and South Korea should support Taiwan's drive to save democracy and lead China and in turn Korea to democratize. For details see the Charter for Permanent Peace and Development.

Article 39 of the Hong Kong Basic Law states that "the right to self-determination is assured by the two international human rights conventions.” The people of Hong Kong cannot take their rights for granted. In Switzerland the hurdle for proposing a referendum is 50,000 signatures, and with that the people can express their opinion through the ballot box rather than taking to the streets. North Korea is a vassal of the CCP, thus democracies worldwide should back Taiwan's efforts on behalf of constitutional reform to achieve greater democracy and freedom. This would spur China's 1.4 billion people to call for democratization and pressure North Korea to do the same. All democracies should support Taiwan as a beacon for democracy in Asia, shining the way to peaceful development for China. See the Charter for Permanent Peace and Development.

Absolute power leads to absolute corruption. The presidential system is fatally flawed in many democracies, even that of the US. Taiwan has problems too but cannot fall back on impeachment. South Korea's constitution should be changed to introduce a semi-presidential system, with the presidency declared to be above party politics. The heads of the judicial and procuratorial branches should be elected alternating years and 1/4 of all MPs should face election each year.
