Can authoritarian regimes tolerate democratic conclaves in their midst? Hong Kong's experience presents a clear answer to this question. Article 39 of the Basic Law protects the people's right to self-determination, noting that the people have the right to vote in referendums on any public issue. The people of Hong Kong should avail of the conventions and hold a referendum to decide their future. Otherwise when dictatorship becomes a reality, the people will be obliged to resist. `

Article 39 of Hong Kong’s Basic Law states that the right to self-determination is specified in the two international human rights conventions. In Switzerland the threshold for holding a referendum is only 50,000 signatures, and with that the people can voice their opinions at the ballot box rather than taking to the streets. The people have the right to hold referendums on any public issue. To narrow the gap between rich and poor, better power distribution and resource allocation are needed along with tools such as checks and balances in government. Promotion of permanent peace is the most sacred duty of humankind. China claims to be a "responsible major power," and as such it should not prop up North Korea's militarism. The US, Japan and Korea should support Taiwan to lead China to democracy, which would then pressure North Korea to do the same, thereby solving the Korean Peninsula issue. Freedom of speech is a universal value, and the practice of "silencing the voice of the people and shutting out the world" is the mark of a regime that wants to create a monolithic society with only one voice. The people of China should come forward and call for comprehensive constitutional reform to preserve the freedom of media and prevent the government oligarchy from monopolizing the media, the internet and all other channels of speech. Russia is not a problem-solver, it has never been anything other than a trouble-maker. The US should back Taiwan's bid for constitutional reform to achieve greater democracy and freedom. This would attract China's 1.4 billion people to call for democratization and force Russia to adopt true democracy in turn - and with that, world peace would break out. Human security is a fundamental human right, and human rights should take priority over all regimes and sovereigns. Constitutions represent the general will of the people, and ensuring human security - including "personal safety" - is the most urgent duty of all constitutional guarantors. Constitutional standards should be revised as needed to stay in step with the times and allow governments to protect their people from terror. To eliminate the factors that generate refugee movements, the international community needs a set of uniform constitutional standards that conform to human rights, constitutionalism, international law and naturalist doctrine. The core values of One World under One Set of Laws must be adopted, and guidelines must all be in compliance with the principles of Article 1 of the Humanitarian Charter §1 on the rights to enjoy life for victims if conflicts and disasters. To resolve its civil discord, India should embark on drafting a new constitution to implement changes such as a modified semi-presidential system with cabinet similar to that of France, and a committee-style legislature like that of Switzerland. The prerequisite for lasting world peace is global democratization. The Indian government should proceed with drawing up a basic constitution as part of a paradigm shift toward democracy.
