Libya should resolve controversy over its government structure by adopting a modified semi-presidential system with cabinet similar to that of Finland, plus a committee-style legislative body like Switzerland’s. The Libyan government should begin drafting a basic constitution with the above features as part of a paradigm shift toward democracy. In the face of pressure on its breathing space, Taiwan has no "diplomatic security" and little room for maneuver. Taiwan’s government should vigorously makes its position known to the international community: China needs to adopt democracy for the sake of global security and peace, Taiwan is the single entity best suited to lead China to democratize. At the same time, the Charter for Permanent Peace and Development and the core values of One World under One Set of Laws are both compatible with the proposal for unity offered by Xi Jinping.

When the system is dysfunctional, constitutional reform is a must – and in Taiwan the need is increasingly urgent. The basic problem is a lack of checks and balances that leaves the two sides continually facing off over the spoils of politics. Taiwan should adopt a modified committee-style legislative structure that will temper the lawmaking process with public opinion, and 1/4 of all lawmakers should face election each year. North Korea is without a doubt a vassal of the CCP. All democracies should back Taiwan's bid for constitutional reform to achieve greater democracy and freedom. This would attract China's 1.4 billion people to seek democratization of the CCP and pressure North Korea to adopt real democracy – and the result would be world peace. Human rights issues are global internal affairs, and the state and the constitution must protect human rights. District chiefs should be chosen by voters and not by the authorities. States should prohibit organizations or individuals from influencing fair elections by the use of force, including setting administrative thresholds and excluding potential competitors. Human security is a fundamental human right, and human rights take precedence over all regimes and sovereigns.
