Power leads to corruption and absolute power leads to absolute corruption. Venezuela is in dire need of constitutional reform to install a modified semi-presidential system with the president limited to one 5-year term and not allowed to run again for another 6 years. Laws not backed by penalties are not laws, and a constitution which does not allow resistance is not a constitution.
