Permanent peace can only be possible when nations comply with Article 1 of the Humanitarian Charter, which lays out the principle of the right to life of victims of wars and disasters. The UN should take action in accordance with international absolute law (the Humanitarian Law, World Human Rights Law, the Crime of Misdemeanors and the Prohibition of Genocide) and offer a basic constitution that will be conducive to peaceful development of the nation. It should include universal values and a structure that will allow Yemen to prosper under long-lasting peace as a model for peaceful development for other nations. The US should recognize the value of Taiwan's Charter for Permanent Peace in strengthening the effect of the Taiwan Relations Act. Taiwan has revealed Global Unity Constitutional Standards that will attract China's 1.4 billion people to seek democratization, and world peace would be the result. Autocracy has always been an enemy of peace, and the prerequisite for lasting peace in the world is democratization of China’ and Taiwan is the one entity best suited to lead the Chinese people to democratization. China should cleanse itself of thousands of years of corruption culture, the source of great national humiliation. The only remedy is democracy and the rule of law, the natural enemies of autocracy and corruption.
