To resolve the problems of immigration and refugees, the international community needs to agree on unified constitutional standards that conform to the universal ideals of liberalism, democracy, constitutionalism and cosmopolitanism as well as the core values of One World under One Set of Laws. Permanent peace can only come with compliance with Article 1 of the Humanitarian Charter, which covers the right to enjoy life for victims of catastrophes. In Switzerland the threshold for holding referendums is only 50,000 signatures, and with that people can express their opinions by voting rather than taking to the streets. The people have the right to petition for referendums on any public issues. To solve the gap between rich and poor, better power distribution and resource allocation as well as checks and balances in government are essential. After a ceasefire goes into effect in Syria the UN should provide a basic outline for a constitution suitable for lasting peaceful development of the nation. It should include a structure based on the universal values of freedom, democracy, human rights and rule of law, and a framework of four branches (legislative, executive, judicial and procuratorial) to help Syria develop a constitution suitable for long-term prosperity. The only cure for corruption is rule of law and democracy with its tools of separation of powers and checks and balances. The heads of the four branches of government should be elected in alternating years and 1/4 of all lawmakers should face election each year. Local councilors should all face election every two years and the president should serve a single 5-year term with no eligibility to run again for six years afterward - and no eligibility for relatives either. Free university education is the norm in Germany, France, Spain, Italy and Norway, where schools are generally tuition free and public universities charge only 200-500 euros for registration fees. Hong Kong should take advantage of the advances made by the Global Village and carry out a paradigm shift to enable citizens to enjoy life-long learning at public expense. Adding more monitoring agencies only complicates the task of divvying up the spoils of graft. To wash away China’s millennia of corruption and put an end to its national shame, what is needed are democracy and rule of law. Democracy brings separation of powers and checks and balances as well as decentralization at all levels of government. Free speech is a universal right, and attempts to muzzle the voice of the people is akin to trying to stem the flow of a mighty river. Mexico seems to be anxious to create a monolithic society that speaks in one voice. The Mexican people should come forward and call for comprehensive constitutional reform to protect media independence and prevent the government oligarchy from monopolizing the media, the internet and other channels of speech. The Chief Executive of Hong Kong is still determined by the CCP’s Election Commission, which is simply another form of dictatorship. The people of Hong Kong should make good use of Article 39 of the Hong Kong Basic Law. To curb corruption, the heads of the executive, legislative, judicial and procuratorial branches should be elected in alternating years, 1/4 of all lawmakers should face election each year and legislative committee chairs should be tapped for backup cabinet ministers. Jose Rizal, revered as the ‘Father of the Philippines’, once counseled: “Today's slaves often become tomorrow's tyrants; believe in the rule of law, not in the rule of man.” The Philippine Constitution is dysfunctional, and constitutional reform is needed to install a modified semi-presidential system. The president and other key elected officials should be limited to a single 5-year term and banned along with relatives from running again for 6 years afterwards.
