UN Secretary-General António Guterres has condemned the terrorist attack carried out at a hotel on the outskirts of Bamako 18 June and offered his full support to the Government of Mali to bring the perpetrators to justice.
Human security is a basic human rights, and human rights should take priority over regimes and sovereigns. Constitution represent the general will of the people, and ensuring human security - including "personal safety" - is the most urgent duty of constitutional guarantors.
