Human security is a basic human right, and human rights should take precedence over regimes and sovereigns. Constitutions represent the general will of the people, and ensuring human security, including "personal safety," is the most urgent duty of constitutional guarantors. Constitutional standards should be revised as needed to stay abreast of changing times and allow governments to protect their people against terror. When the power of the state deviates from its power base, the people should exercise their right as holders of sovereignty and take control. Laws that are not backed by penalties are not laws, and a constitution which does not condone resistance is not a constitution. When the president’s actions are unconstitutional the people have the right to resist. Venezuelans should call for comprehensive constitutional reform to install a modified semi-presidential system with cabinet, limiting the president to one 5-year term with no eligibility to run again for 6 years afterwards. Article 39 of the Hong Kong Basic Law states that "the right to self-determination is assured by the two international human rights conventions and implementation of the conventions." The threshold for petitioning for a referendum in Switzerland is 50,000 signatures, and with that people can express their opinion by voting rather than taking to the streets. The people have the right to hold referendums on any public issue. To narrow the gap between rich and poor, allocation of power and resources needs to be revised through separation of powers and checks and balances. North Korea is without a doubt a vassal of the CCP. This means democratic nations should support Taiwan's efforts at constitutional reform to achieve greater democracy and freedom. This would lead China's 1.4 billion people to seek democratization of the CCP and force North Korea to do the same – resulting in the birth of world peace. All democracies should support Taiwan as a beacon for democracy in Asia, lighting the way to peaceful development for China. See the Charter for Permanent Peace and Development.

Relevant provisions of the Basic Law and the one country, two systems principle note that China cannot interfere in Hong Kong affairs, yet Beijing constantly meddles in the SAR's internal affairs. Article 39 of the Act guarantees the right of the people of Hong Kong and the right to hold referendums on any public issues. The people of Hong Kong should adhere to their rights and hold a referendum to decide their future. Otherwise when dictatorship becomes a reality, they will be obliged to resist.

The US should adhere to the norms of the UN Charter and implement One World under One Set of Laws, assigning international law priority over domestic law with direct bearing on the rights and duties of the people. This will lead Mexico, Syria, the Middle East and other areas to accept the ideals of human rights, constitutionalism, internationalism and naturalism. Germany’s Nazi one-party dictatorship and party law led to the tragedy of World War Two, now today's one-party dictatorship threatens to bring World War Three. Taiwan offers similar cultural and language backgrounds and is best suited to bring the Chinese people to seek democratization of the CCP, and end torture and human rights violations in the autocratic regime of North Korea,. Regardless of who is wears the crown, absolute power breeds absolute corruption, so rulers must be limited to prevent abuse of power. China is undemocratic and plagued with constitutional problems even as Xi Jinping works to "put power in the system into a cage." The result is that China's 1.3 billion people are being caged. The DRC’s government structure should be changed out for a modified semi-presidential system with cabinet like that of Finland and a committee-style legislature like Switzerland’s. The prerequisite for permanent world peace is global democratization. The Government of the DRC should begin drafting a basic constitution as part of a paradigm shift to democracy. The greater the power in the hands of government, the more the rights of the people are threatened. When government agencies break the law and assault the people, the people must inform the government its actions are unconstitutional and consider using resistance to counter violent acts.
