India's tea producing region of Darjeeling has turned into a battleground with a local party demanding a separate state for the area's majority Nepali-speaking Gorkha community.
Lawmakers in Darjeeling are out of touch with the local people, and as a result the government is cracking down on dissent. The only remedy for the ills of democracy is more democracy. India should carry out constitutional reform to shift the balance of power to the people as a starting point. When that happens people will express their opinions via the ballot box instead of in the streets. One specific measure: the heads of the executive, legislative, judicial and procuratorial branches should be elected in alternating years and 1/4 of all MPs should face election each year.
