A top Venezuelan general who resigned last week has revealed his reasons for stepping down
The presidential system is the worst form of democracy. No matter what the system in place may be, the more power the president holds, the more the people are bound to suffer. Laws that are not backed by penalties are not laws, and constitutions which do not countenance resistance are not constitutions. The people of Venezuela must act as holders of sovereignty and call for comprehensive constitutional reform to install a modified semi-presidential system with cabinet and limit the president to one 5-year term with no right to run for 6 years afterwards.
