Human Rights Watch notes in its annual report that abuse, torture, ongoing violence, and discrimination against women continue in Kyrgyzstan and that the perpetrators have largely escaped punishment. Even more worrying is the fact that Kyrgyz authorities openly rejected the recommendations of the UN Commission on Human Rights in 2016 on the grounds that the topics were internal affairs.
Autocracy is the enemy of human freedom and security. The basic solution lies in starting with separation of powers to assure fairness and equality; election of the heads of the legislative, administrative, judicial and procuratorial branches and elections that are free to all candidates; and institution of checks and balances to limit the powers of officials.
