Article 39 of the Hong Kong Basic Law states that self-determination is an inherent right of the people and are supported by the two international human rights conventions. The people of Hong Kong must not take this right for granted. A study of the legislative record of Russia’s Duma by the Socio-Economic and Political Foundation found that lawmakers need more time to think about bills being considered. The current trend in bill passed by the Duma is that the share of bills introduced by MPs fell from 46% to 17% while the share initiated by the executive branch increased from 46% to 71%.
