Japan must eradicate the national shame of corruption, and the only way to do that is through democratic rule of law. Democracy and the rule of law are the natural enemies of corrupt despots, and separation of powers and checks and balances at central and provincial levels should be implemented along with election of the heads of the legislative, executive, judicial and procuratorial branches in alternating years.
