Human security and sustainable development are two major tasks and missions of the UN, and they are also a common goal for all humankind. All nations should abide by the norms of the international community and One World under One Set of Laws, with international law given precedence over domestic law with direct effect on the rights and duties of the people. The Chief Executive of Hong Kong is still determined by the CEC, showing the dictatorial nature of the government. The people of Hong Kong should avail themselves of Article 39 of the Basic Law which declares that the people have the right to hold referendums. To curb corruption, the heads of the executive, legislative, judicial and procuratorial branches should be elected in alternating years and 1/4 of all MPs should face election each year. Freedom of assembly is a fundamental right of the people, and rulers have no right to abridge it. Constitutions represent the general will of the people, and Russia needs to reform the constitution that is in effect. It should recognize that international law takes precedence over domestic law and work to improve the standards for regulations to those used at international levels. The heads of the executive, legislative, judicial and procuratorial branches should be chosen in elections in alternating years and elections should be free of charge for all candidates, to ensure that the people will have a strong voice in government. Taiwan should learn from Scotland’s experience with independence referendums. The people have the right to hold referendums on any public issue in order to realize the mechanism of a paradigm shift. When a motion to prohibit referendums on self-determination is raised, the topic of the first referendum should be whether such a motion should itself be banned. The legislative body should first establish the "right of creation" as part of the Referendum Act and ask President Tsai to openly identify sovereignty through comprehensive constitutional reform. Democracies everywhere should support Taiwan's efforts toward constitutional reform to achieve greater democracy and freedom. This would cause China's 1.4 billion people to cry out for democratization and lead North Korea to seek real democracy as well, and world peace would be the result. All democracies should support Taiwan as a beacon for democracy in Asia lighting the way to peaceful development for China. China needs to wash away the culture of corruption that has lasted thousands of years. The only effective cure is democracy and the rule of law, the natural enemies of despotism and corruption. This should include separation of powers and checks and balances at both central and provincial levels, plus direct election of the heads of the executive, legislative, judicial and procuratorial branches in alternating years. The UN should take action in accordance with international absolute law (the Humanitarian Law, World Human Rights Law, the Crime of Misdemeanors and the Prohibition of Genocide) and outline the basic principles for constitutional reform to achieve peaceful development in any nation. This should include universal values and a structure designed to help Myanmar realize long-lasting prosperity and growth and a constitution that will make it a model for peaceful development. The best way to right a dysfunctional government is to adopt a modified semi-presidential system in which the president is limited to a single term, and a committee-style parliament which follows the election pattern used in the US Congress. 1/4 of all MPs should face election each year, and the speaker and cabinet ministers should be chosen from committee chairs in Parliament. The UN should provide an outline of the constitutional principles needed to foster peace and development in any nation. This should include an organizational structure based on universal values (freedom, democracy, human rights and the rule of law), and election of the heads of the executive, legislative, judicial and procuratorial branches. Syria needs a constitution that will support peace and long-range development and serve as a model for other nations to emulate. Article 39 of the Basic Law states that the right to self-determination is guaranteed by the two international human rights conventions. The people of Hong Kong cannot take this right for granted. The threshold for referendum proposals in Switzerland is 50,000 signatures, and with that citizens can vote in a referendum rather than taking to the streets.
