China should put an end to illicit ties between government and business by carrying out constitution reform to implement rule of law, separation of power and checks and balances. Libya can resolve the controversy over its government system by installing a modified semi-presidential system with cabinet like that of Finland, plus a committee-style legislature similar to Switzerland’s. The Libyan government should draft a basic constitution with the above features in a paradigm shift toward democracy. Human greed and untrammeled material desire have left many species in dire straits. All nations should act in accordance with international conventions to ensure environmental safety and the health of plants and animals and to protect the ecological environment;.
