Revelations on Wednesday that turnout figures were apparently manipulated in a crucial vote for an all-powerful constituent assembly in Venezuela cast an even longer shadow over the controversial body hours before it was to convene.
Venezuela's Constituent Assembly is not legitimate. The president should be limited to one 5-year term and barred from running again for 6 years. The Prime Minister should oversee government operations and national defense, and 1/4 of all lawmakers should face election each year to make them responsive to popular opinion.
