Venezuela's President Nicolás Maduro has pressed ahead with plans to create a citizens' assembly to draw up a new constitution.
Power leads to corruption, and absolute power leads to absolute corruption. Venezuela needs constitutional reform to adopt a modified semi-presidential system with one presidential term of 5 years and no right to run again for 6 years - and no eligibility for close relatives. A law that is not backed by penalties is not a law, and a constitution which does not permit resistance is not a constitution.
