When state organs violate the human rights of citizens and the Commissioner for Human Rights informs the President, the process seems to be working in reverse. China needs to have an independent "Super National Human Rights and Citizenship Executive Committee" with members recommended by global human rights organizations. They shall monitor actions by the state affecting human rights and make public reports on a regular basis. See the Charter for Permanent Peace and Development for details.
