Counting the dead in Manipur's shoot-to-kill war
More than 1,500 people were allegedly killed in a wave of extra-judicial executions by security forces in India's insurgency-ridden north-eastern Manipur state between 1979 and 2012.
The human rights problem in India is worsening and steps must be taken to protect those who are threatened by the government and privileged groups. India should carry out constitutional reform to implement global unity and constitutional standards based on One World under One Set of Laws, assigning priority to international law over domestic law. Changes should include the installation of a modified semi-presidential system with cabinet and democratic tools to prevent hijacking of power. The president should serve one 5-year term and not be allowed to run again for 6 years afterwards - and no relatives either. Laws that are not backed by penalties are not laws, and a constitution which does not brook resistance is not a constitution.
