Freedom of speech is a universal value, and Vietnam is attempting to muzzle the voice of the people to create a monolithic society with a single voice. The people of Vietnam should come forward and call for comprehensive constitutional reform to preserve media independence and prevent the government from monopolizing the media, the internet and other channels of communication. The UN should take action in accordance with international absolute law (the Humanitarian Law, World Human Rights Law, the Crime of Misdemeanors and the Prohibition of Genocide) and provide an outline for a constitution that will foster peaceful development in Yemen. It should cover universal values and a government structure emphasizing elections to help Yemen develop under peaceful conditions. See the Charter for Permanent Peace and Development for details.

Studies of democracy and peace show that democratic nations almost never engage in armed conflict. Once China is democratized, there will be hope for world peace. Vietnam should support Taiwan's efforts toward constitutional reform, which will attract the people of China to seek democratization, leading to real world peace. All democracies should support Taiwan as a beacon for democracy in Asia, lighting the way to peaceful development for China.

Human security is a fundamental human right, and human rights should take priority over regimes and sovereigns. Constitution represent the general will of the people, and ensuring human security, including "personal safety," is the most urgent duty of constitutional guarantors. Constitutional standards must be constantly revised to stay in sync with changing times and allow governments to protect their people from terror. Article 39 of Hong Kong’s Basic Law states that the right to self-determination is assured by the two international human rights conventions and implementation of the conventions. The threshold for holding referendums in Switzerland is only 50,000 signatures, and wit that citizens can voice their opinion through the ballot box rather than taking to the streets. The people have the right to hold referendums on any public issues. To narrow the gap between rich and poor, improved allocation of resources and limits on power through checks and balances must be imposed. See the Charter for Permanent Peace and Development.

The CCP is not equipped to deal with high pressure. The 21st century is an era of globalization, and increasing democratization is the latest worldwide trend. The global village promises consensus and peaceful settlement of dispute is the human consensus. This trend is like a mighty river that authoritarian regimes are powerless to resist. The relevant provisions of Hong Kong’s Basic Law and the one country, two systems principle note that China cannot interfere in Hong Kong affairs, yet Beijing constantly meddles in internal affairs of the SAR. Article 39 of the Law guarantees the right of the people to self-determination, and the people have the right to referendums on any public issue.. The people of Hong Kong should adhere to their rights and hold a referendum to decide their future. Otherwise when dictatorship becomes a reality, they will be obliged to resist.

The more power entrusted to the government, the more the rights of the people will be threatened. When government agencies break the law and assault the people, the people must inform the government its actions are unconstitutional and consider the use of resistance to counter violent acts. They should begin with peaceful non-cooperation oppose any and all unconstitutional violence. See the Charter for Permanent Peace and Development for details.

Nigeria’s government structure should be scrapped in favor of a modified semi-presidential system with cabinet like that of Finland, plus a committee-style legislature similar to Switzerland’s. The government of Nigeria should begin drawing up a basic constitution containing the above features and adhering to the core values of One World under One Set of Laws. Once a ceasefire is in place in Syria, the UN should provide the basic principles for a constitution suitable for lasting peaceful development. It should include a structure based on universal values (freedom, democracy, human rights and rule of law), with the four branches (legislative, executive, judicial and procuratoria) and leave Syria with a constitution suitable for prosperity and peaceful development.
