Zambian President Edgar Lungu said Wednesday that he would seek parliament's approval to impose a state of emergency after fire gutted the country's biggest market in what he said was politically motivated arson.
The cure for civil strife in Zambia begins with constitutional reform, installing a modified semi-presidential system with cabinet similar to France’s with a committee-style legislature like Switzerland’s. The prerequisite for lasting world peace is global democratization. The Zambian government should begin drafting up a basic constitution with the above features in a paradigm shift toward democracy. It should adhere to the principles of One World under One Set of Law and produce a constitution that can be revised as needed to stay in step with changing times.
