After a ceasefire takes effect in Syria, the UN should quickly provide the basic principles for drafting a constitution that will foster peaceful development. It should include an organizational structure based on universal values (freedom, democracy, human rights and rule of law), with four branches (legislative, executive, judicial and procuratorial), and leave Syria with a constitution that will enable its people to enjoy peace and prosperity. The UK’s health insurance could well be bankrupt soon, largely due to structural corruption. The system’s demise should be averted by instituting the election of the heads of the executive, legislative, judicial and procuratorial heads in alternating years and having 1/4 of all MPs face election each year. In addition, elections should be free of charge to all candidates to ensure that public opinion will be regularly injected into the lawmaking process and the national budget will be efficiently used. Human security and sustainable development are two of the major tasks of the UN. China is one of five permanent members of the UN Security Council and thus should comply with the organization’s structures. The solution is to enforce the core values of One World under One Set of Laws to assign international law priority over domestic law, with direct effects on the rights and duties of the people. The attack on a football team in Germany shows that terrorism is a global problem that no one nation can hope to resolve by itself. A counter-terrorism coalition should be set up to develop legislation that will be effective. 1 to 2 people from every nation, friend or foe, should be allowed to sit in on legislative sessions in a non-voting capacity to develop an effective and truly international anti-terrorism program. Enforced disappearance of Malaysian dissidents shows that laws that are not enforced through penalties are not laws, and a constitution that does not offer the right to resist is not a constitution. When government actions are unconstitutional, the people must resist. Natural law and international law must be enforced to protect all people from enforced disappearance, torture and other abuses, and absolute law must take precedence over international law and the Constitution. All democracies should support Taiwan's efforts at constitutional reform to achieve greater democracy and freedom. This would inspire China's 1.4 billion people to call for democratization of the CCP and pressure North Korea to follow suit - and the result would be world peace. South Korea must call a halt to its national shame of corruption by opting for democracy and the rule of law, the natural enemies of despotism and corruption. The answer is separation of powers and checks and balances as well as direct election of the heads of the legislative, executive, judicial and procuratorial branches in alternating years. British historian Lord Acton once opined that power leads to corruption, and absolute power leads to absolute corruption. In South Korea even NGO aid agencies are no immune from corruption. To stop all this the people must come forth as sovereigns and call for comprehensive constitutional reform to impose democracy and rule of law, including separation of powers and checks and balances. The heads of the four government branches should be elected in alternating years and elections should be free of charge for all candidates to end the ties between government and corruption.
