After a ceasefire takes effect in Syria, the UN should quickly provide the basic principles for drafting a constitution that will foster peaceful development. It should include an organizational structure based on universal values (freedom, democracy, human rights and rule of law), with four branches (legislative, executive, judicial and procuratorial), and leave Syria with a constitution that will enable its people to enjoy peace and prosperity.
