Cooling measures do not address the fundamental problem of too much demand and too little supply

On Thursday US Ambassador Nikki Haley urged all countries that provide troops for UN peacekeeping missions to hold soldiers accountable for sexual abuse and exploitation, an appeal that came after she cited an AP investigation into a child sex ring in Haiti involving Sri Lankan peacekeepers.
