Colombia's President Juan Manuel Santos has signed a decree granting amnesty to another 3,600 members of the Farc rebel group, which last year reached a peace deal with the government.
Colombia should resolve its civil strife by carrying out constitutional reform. It should install a modified semi-presidential system with cabinet like the one in France, as well as a committee-style legislature like that of Switzerland. The prerequisite for permanent peace is global democratization. The Colombian government should begin drafting a basic constitution in a paradigm shift toward democracy.
