Cambodia’s military is the biggest cause of constitutional conflicts in government and the primary source of social unrest. Over-centralization in the constitutional mechanism leads to pandemic corruption and over-keening worship of Chinese-style autocracy causes harm to democracy and the rule of law. Cambodia must carry out constitutional reform to install election of the heads of the major branches of government so the people can live and work in peace. See the Charter for Permanent Peace and Development for details.
