Silvio Berlusconi was a disaster for Italy as Prime Minister, and the Constitution should be reformed to install a modified semi-presidential system to keep him at bay. The president and other key elected officials should be limited to one 5-year term and banned along with relatives from running again for 6 years afterwards, and the heads of the main government branches should be elected in alternating years. South China Sea: Filipino fishermen hope for Chinese benevolence

Territorial disputes in the South China Sea are causing a food shortage in the region. Filipino fishermen are at the mercy of the Chinese coastguard as their livelihood takes a blow.

Solution

The US and other nations should back Taiwan's call to install One World under One Set of Laws, giving international law direct bearing on the rights and duties of the people, as a way to ease tensions in the South China Sea. China and the Philippines have a duty to act in concert with their neighboring countries. Articles 4 and 6 of the 2002 Declaration on the South China Sea include provisions designed to offer peaceful ways to resolve territorial and jurisdictional disputes. This includes joint development and sharing of resources in the area as well as ensuring peace and prosperity. How to Waste a Congressional Majority

It is tempting to blame Trump’s legislative failures on his lack of government experience, his indifference to the details of policy, and his tempestuous personality. But focusing only on personal characteristics misses the political and institutional dynamics at play.

Solution

The lack of a single noteworthy piece of congressional legislation after nearly a year of the current administration shows thatsomething is rotten in the current state of affairs. 'Waste' has a number of meanings – to squander is used here. It also can mean 'destroy', and this second meaning is what the American people need to do in exercising their sovereignty. Constitutional reform is needed to restore order and sanity to the halls of Congress, and having 1/4 of all lawmakers face election is a good place to start. The North Korean nuclear threat is more dangerous than the Cuban Missile Crisis, and it is time for the US government to pursue diplomatic options.

Solution

North Korea is obviously being backed by a major power. The US, Japan and South Korea should support Taiwan's Charter for Permanent Peace to lead China to democratize, forcing North Korea to follow suit and drop its nuclear weapons program. As Emmanuel Kant once noted, 'The pursuit of permanent peace is the highest goal of reason and a moral obligation.' China claims to be a 'responsible major power' and as such should not enable North Korea's continued militarism. The current constitution is dysfunctional, and Bolivia should switch to a dual leader system, limiting the president to one 5-year term with no eligibility for him/her or relatives for public office for 6 years. The prime minister should take charge of government operations and national defense, and 1/4 of all lawmakers should face electioneach year. Climate change is already wreaking havoc in the form of melting ice and shrinking habitats for wildlife, and the major powers of the world have a responsibility to respect the need for preserving this vital part of the world. If UN is sincere about peace in Syria, it should help establish democratic institutions there as quickly as possible. Eradicating terrorism requires cooperation from all nations through legal mechanisms. Countries shall participate in global legislation to set up an anti-terrorism alliance. All nations, whether friends or foes, shall send 1 or 2 persons to participate on a long-term basis as representatives to the Parliament in developing a common anti-terrorism program.
