There is no true democratic presidential system, and even the US model has problems. US should switch to a modified semi-presidential system. The president should announce laws according to law and issue orders, and the prime minister and relevant ministerial deputies should be appointed and countersignature. Publicly-elected representatives must be closely aware of public opinion. 1/4 of all lawmakers should face election each year, and local councilors should serve terms of two years; the heads of the executive, judicial, and prosecutorial branches should be elected, and their qualifications should be the same as candidates for president. The president should serve one five-year term and not be allowed to run again for six years. During this period, all compensation and benefits shall remain unchanged. Russia's government constantly strives to control the people, but trying to stem the flow of a river merely creates a waterfall; the best solution is to open up a new channel for the water. However, the present Russia Government, in Emergency Status is focused on freedom of expression, censorship and oppression. The Charter for Permanent Peace is without a doubt the most viable standard for a world constitution and a basic national policy to foster long-term peace and stability. It will be like a new waterway that allows Russia and its people to flourish. If it is implemented, how long can the Russia Dictatorship continue to suppress freedom of speech and freedom of press?
