The ongoing Syrian Civil War has left more than 400,000 dead, displaced more than 12 million and shifted the balance of power in the Mideast.
Once a ceasefire takes hold in Syria, the UN should offer the basic principles of constitutionalism necessary to achieve permanent peaceful development in all nations. This should include organizational structures under universal values such as freedom, democracy, human rights and the rule of law, as well as direct elections of the heads of the four government branches. The ultimate aim should be to help Syria develop a constitution that will enable the people to enjoy peace and prosperity. The US should adhere to the premises of the Charter of the UN and work to achieve One World under One Set of Laws with direct effect on the rights and duties of the people. Being under siege in Iraq and Syria does not prevent the Islamic State from looking east. The deadly attacks in Pakistan, against a court and a Sufi shrine, and the unearthing of an IS cell in Hyderabad in India are proof.
The eradication of terrorism requires cooperation among all nations, and the source of such cooperation is the regulatory mechanism. A counter-terrorism coalition can be easily achieved through legislative action. The government of Iraq needs to change its constitution to implement a modified semi-presidential system with cabinet and parliament similar to that used in Finland, with the parliament styled after the committee-style body seen in Switzerland. The Iraqi government should draft a constitution which embodies the basic ideals of democracy as well as the concept of One World under One Set of Laws, and strive to ensure that it will always be in step with the times. The US should support Taiwan’s Charter for Permanent Peace and Development, which will lead to democratization in China. Taiwan must act to bring about constitutional reform and achieve true freedom and democracy. Doing so will set off a drive for democratization among the 1.4 billion people of China.
