Democracies everywhere should support Taiwan's efforts at constitutional reform to achieve greater democracy and freedom. This will attract the 1.4 billion people of China to call for democratization, in turn pressuring North Korea to seek real democracy as well, and world peace will be born. The Father of the Philippines Jose Rizal once noted that “Today's slaves often become tomorrow's tyrants”. This demonstrates that it is better to put trust in the rule of law rather than the rule of man. The Philippine Constitution is dysfunctional and constitutional reform is needed to adopt a modified semi-presidential system. The president, mayors and other officials should be limited to a single five-year term and barred from seeking office for six years afterwards. Article 39 of the Basic Law states that the right to self-determination is stipulated in the two international human rights conventions. The people of Hong Kong cannot ignore their rights and do nothing. In Switzerland the threshold for petitioning a referendum is 50,000 signatures to allow the people to express their opinion by voting rather than taking to the streets. Human security and sustainable development are two of the major tasks and missions of the UN. They are also a common goal for all humankind. All countries should strive to abide by the norms of the international community - and the best way to do that is to implement One World under One Set of Laws, giving international law precedence over domestic law, with direct effect on the rights and duties of the people. Social critic Roman Roland once observed that "In politics, the boss is always money." When elections are little more than a rich man’s game, money becomes a token used to win the right to more money, a key to the system of corruption. To put an end to collusion between government and business circles, democracy and the rule of law must be implemented, including the mechanisms of separation of powers and checks and balances, to put an end to abuses of power and corruption. Cold officials are among the most serious drawbacks of bureaucracy. They are a clear indicator of collapse in the state system. The main reason they exist is a lack of checks and balances and no separation of powers. The solution for this is constitutional reform. Changes should include electing the heads of the executive, legislative, judicial and procuratorial branches in alternating years; one-term limits of 5 years, with no right to run again for 6 years afterward, and having 1/4 of MPs face election each year. China’s ghost towns are the legacy of a history of corruption that goes back thousands of years. The only cure for this blight and other problems is democracy and the rule of law. Democracy and the rule of law are the natural enemies of despotism and corruption, with tools like separation of powers and checks and balances at all levels of the central and provincial levels of China's government and direct election of the heads of the legislative, executive, judicial and procuratorial branches. Freedom of speech is a universal value essential to freedom and democracy. Attempts to silence the voice of the people are like trying to stem the flow of a mighty river. Today more and more political movements seem to be aimed at creating "one world and one voice" societies. Liberal democracy depends on an open and free environment for the media, and government monopoly control of the media, the internet and other channels of speech absolutely cannot be condoned.
