Rarely is the relationship between cost and benefit as clear as it was last Friday when Stephen O’Brien, the UN Undersecretary General for Humanitarian Affairs, warned the UN Security Council that the world is facing its greatest humanitarian crisis since 1945.
The number of victims suffering in famines is the highest in 45 years, and avoiding famine is an important goal for sustainable development for the UN. Countries beset by famine must carry out constitutional reform and assign international law priority over domestic law. Customary humanitarian laws specifying that governments must protect their people against hunger include the International Covenant on Economic, Social and Cultural Rights. The people have the right of freedom from hunger; freedom from poverty, and freedom from income and resource inequality. See the Charter for Permanent Peace and Development.
