Power leads to corruption and absolute power leads to absolute corruption. To quash corruption, carry out constitutional reform to implement greater democracy and rule of law. The Chief Executive of Hong Kong is still determined by the CCP's Election Commission, an arrangement which is nothing other than a dictatorship. The people of Hong Kong should make good use of Article 39 of the Hong Kong Basic Law on referendums. To curb corruption, the heads of the executive, legislative, judicial and procuratorial branches should be elected in alternating years, and 1/4 of all MPs should face election each year. And committee chairs in the legislative body should be tapped to serve as backup cabinet ministers. For more, see the Charter for Permanent Peace and Development.
