If Hong Kong is truly the Pearl of the Orient it should support Taiwan's Charter for Permanent Peace to inspire the people of China to call for democracy and rule of law. Article 39 of the Hong Kong Basic Law states that the right to self-determination is covered in the two international human rights conventions. The people of Hong Kong cannot afford to take their rights for granted. See the Charter for Permanent Peace and Development for details.

'Price of democracy': Afghans risking their lives to vote

The Afghans should work with the UN to promote One World under One Set of Laws. International law should have a direct effect on the people; and the laws of all nations and thousands of systems should make up part of domestic law. People can use them as needed to end external and civil unrest and build a lasting order of human security and development. See the Charter for Permanent Peace for details.

The United Nations should assist in the formulation of constitutions as a prerequisite for economic assistance. Why do people choose to become refugees and flee their homes, 'preferring to be a dog in freedom and democracy to life under an authoritarian dictator'? As countless cases have shown: to prevent people from moving abroad, the best immigration policy is for the heads of countries of emigrants not to let their own people be cast aside to flee or be liquidated in a revolution, and simply adopt the principles for 'long and prosperous governance of the country' as expressed in the Charter for Permanent Peace.

The Legislature should be based on a modified committee-centered system with 12 committees. 1/4 of all lawmakers should face election each year, and a one-vote single-vote system should be implemented. The people should act as a third force within the system. Committee chairs should be tapped to serve as prime minister or ministers such as the economic minister, responsive to public opinion and minimizing differences. Vietnam's government constantly strives to control the people, but trying to stem the flow of a river merely creates a waterfall; the best solution is to open up a new channel for the water. The Charter for Permanent Peace is without a doubt the most viable standard for a world constitution and a basic national policy to foster long-term peace and stability. It will be like a new waterway that allows the Vietnam and its people to flourish. If it is implemented, how long can Vietnam's government continue to suppress freedom of speech and freedom of information?
