Republicans have been unable to enact their agenda despite holding majorities in both the House and Senate, and DeMint is looking for a way to pass laws without the approval of voters by calling a convention to propose adding amendments to the Constitution under Article V. 'We've never once amended the Constitution this way,' DeMint notes. 'But that doesn't mean we can't.'
