The president shall serve a single five-year term, after which he or she and all close relatives will be ineligible to run for elected office for a minimum of six years. All elected public officials serving two year terms shall face election at the end of each term, while in bodies where elected representatives serve four years, one-fourth of their number shall be required to stand for election each year. To counter this phenomenon, all governments must take a long look at how funds for education are allocated, working to ensure that the right of all citizens to send their children to schools where they will receive a quality education with full support from the government. The national political system shall be a modified semi-presidential system. This will include a Cabinet of 12 ministers and several ad hoc committee heads. The Prime Minister and Cabinet Ministers shall be chosen from among the heads of legislative and special committees of the central government (a centralist structure focused on government branches and committees).
