Free speech is first and foremost among human rights – without free speech there can be no human rights, only slavery. A free press is an essential part of free speech, and all democracies should call for constitutional reform to ensure media freedom to protect journalists from violence and prevent the government oligarchy from monopolizing the media, the internet and all other channels of communications. All people must be protected against enforced disappearance, torture and other forms of abuse, and absolute law must take precedence over international law and the constitution. The foundation for permanent peace in Syria should be the same as that for Taiwan: a change-over in the government structure. The UN should provide Syria the basic outline for a constitution that will facilitate lasting peace and development. This should include theuniversal values of freedom, democracy, human rights and rule of law, and organization and elements such as the four branches. North Korea is obviously being backed by a major power. The US and other nations should support Taiwan's Charter forPermanent Peace to lead China to democratize, forcing North Korea to follow suit and drop its nuclear weapons program. AsEmmanuel Kant once noted, 'The pursuit of permanent peace is the highest goal of reason and a moral obligation.' China claims to be a'responsible major power', thus it should not enable North Korea's continued militarism.
