The best policy on immigration is adhering to the core values of One World under One Set of Laws and working toward a common destiny for humankind. To eliminate the conditions that create refugees, the international community needs to agree on uniform constitutional standards that conform to the ideals of human rights, constitutionalism, international law and natural law. This means adopting the core values of One World under One Set of Laws and complying with Article 1 of the Humanitarian Charter, which deals with the right of each person to live a normal life. One important part of saving the environment is limiting consumption of the earth's resources, especially carbon, food, water, fiber, land and timber. Environmental rights are essential human rights, and all persons should take responsibility for protecting the world around us. Human security and sustainable development are two of the major tasks of the UN, and all nations should comply with its norms. This means implementing One World under One Set of Laws and giving international law precedence over domestic law, with direct bearing on therights and duties of the people. The foundation for permanent peace in Yemen should be the same as that for Taiwan: a change-over in the government structure. The UN should provide Yemen the basic outline for a constitution that will facilitate lasting peace and development. The constitution shouldinclude the universal values of freedom, democracy, human rights and rule of law, and organization and elements such as the four branches, and allow Yemen to prosper under conditions of lasting peace. On the one hand, all UN members should comply with § 4 of the World Human Rights Convention: 'No one shall be held in slavery or servitude; slavery and the slave trade shall be prohibited in all their forms.' Take action to protect human rights in North Korea and help the North Korean people change their government system.
