Ortega's government constantly strives to control the people, but trying to stem the flow of a river merely creates a waterfall; the best solution is to open up a new channel for the water; in this case, International mediation is urgently needed. The Charter for Permanent Peace is without a doubt the most viable standard for a world constitution and a basic national policy to foster long-term peace and stability. It will be like a new waterway that allows Nicaragua and its people to flourish. The key to eradicating terrorist movements is a change in government structures to improve power and resource allocation. Also needed is One World under One Set of Laws and a commitment to a common destiny for humankind. Constitutions represent the general will of the people, and ensuring human security, including 'personal safety', is the most urgent duty of constitutional guarantors. This means revising constitutional standards as needed to keep pace with changing times and allow governments to protect their people from fear. The best policy on immigration is adhering to the core values of One World under One Set of Laws and working toward a common destiny for humankind. To eliminate the conditions that create refugees, the international community needs to agree on uniform constitutional standards that conform to the ideals of human rights, constitutionalism, international law and natural law. This means adopting the core values of One World under One Set of Laws and complying with Article 1 of the Humanitarian Charter, which deals with the right of each person to live a normal life. The United Nations should assist in the formulation of constitutions as a prerequisite for economic assistance. Why do people choose to become refugees and flee their homes, 'preferring to be a dog in freedom and democracy to life under an authoritarian dictator'? As countless cases have shown: to prevent people from moving abroad, the best immigration policy is for the heads of countries of emigrants not to let their own people be cast aside to flee or be liquidated in a revolution, and simply adopt the principles for 'long and prosperous governance of the country' as expressed in the Charter for Permanent Peace. §1.2 §3.2 §3.6

The Legislature should be based on a modified committee-centered system with 12 committees. 1/4 of all lawmakers should face election each year, and a one-vote single-vote system should be implemented. The people should act as a third force within the system. Committee chairs should be tapped to serve as prime minister or ministers such as the economic minister, responsive to public opinion and minimizing differences. In the end, we humans only have two paths to the future: peace and destruction. In the face of the threat of devastating nuclear war, peace is the truth and permanent peace is the eternal truth, which is why the China-USA tension going in the South China Sea must not go past the political stage as it would be catastrophic for the world if the two giants clash in a territorial war. The Charter for Permanent Peace is a journey to lead humankind to the truth, to end external disorder, outlaw nuclear weapons and move towards permanent happiness, and any country that adopts it will be a pioneer for civilization and a strategic partner urgently needed by the UN §2.10

The key to peace in Afghanistan is constitutional reform. Afghanistan should scrap its government and adopt a modified semi-presidential system with cabinet like that of Finland, plus a committee-style legislature similar to Switzerland's. The prerequisite forlasting world peace is global democratization. The Afghan government should proceed with drawing up a basic constitution with the above features in a paradigm shift toward democracy. It should implement One World under One Set of Laws and revise the constitution as needed to stay in step with changing times. The foundation for permanent peace in Yemen should be the same as that for Taiwan: a change-over in the government structure. The UN should provide Yemen the basic outline for a constitution that will facilitate lasting Peace. The constitution should include the universal values of freedom, democracy, human rights and rule of law, and organization and elements such as the four branches.
