Enjoying freedom and democracy also carries certain duties. One cannot use rights simply to abuse them. Bolsonaro, in the midst of his political campaign, hides behind social media to attack and intimidate those who question him, as he did recently against the Brazilian newspaper Folha. Responsibilityfor enjoying democratic benefits means one is not exempt from paying for them. Anyone who abuses freedom and democracy in order to attack the basic social order in terms of freedom of ideology and democracy should be stripped of their basic rights and subject to criminal and civil prosecution. POTUS45's hypocrisy is manifestly evident in his casual use of personal phones for sensitive calls even as he slams political opponents for missteps on security. The best cure for the US' flawed democracy is to switch to a dual leader system, limiting the president to asingle 5-year term with no eligibility for him/her or relatives for 6 years afterwards, and putting the prime minister in charge of government operations and national defense; and 1/4 of all lawmakers should face election each year. Maduro's government constantly strives to control the people, but trying to stem the flow of a river merely creates a waterfall; the best solution is to open up a new channel for the water. However, the present Venezuelan Government is using Emergency Status to censor freedom of expression and ban religious preaching, which is considered a human right. The Charter for Permanent Peace is without adoubt the most viable standard for a world constitution and a basic national policy to foster long-term peace and stability. It will be like a new waterway that allows Venezuela and its people to flourish. If it is implemented, how long can the Maduro dictatorship continue to suppress freedom of speech andfreedom of information? §1.9.2
