History has repeatedly demonstrated that constitutional reforms promoted by those in power always usurp the power of the people. Salvador needs comprehensive constitutional reform to return power to the people through direct election of the heads of the executive, judicial, and prosecutorial branches in alternating years, and elections for 1/4 of the legislative seats each year.
