Referendums are votes concerning a country's sovereignty, independence, or constitutional changes for government objectives, also known as the 'people's vote' (plebiscite), whose legal basis is in international law. This is a super-constitutional right that cannot be negated by any domestic law, yet Bolivia's current president Evo Morales ignores the plebiscite that took place in 2016 in which, despite the small difference, the people were expressly opposed to his reelection as president. The people are autonomous and they require only agreement with the principles of democracy and approving votes from more than 1/2 of those casting ballots.
