History has repeatedly demonstrated that constitutional reforms promoted by those in power always usurp the power of the people. 'It is jealousy and not confidence which prescribes limited constitutions, to bind down those whom we are obliged to trust with power. Our Constitution has accordingly fixed the limits to which, and no further, our confidence may go.'(Thomas Jefferson: Draft, Kentucky Resolutions, 1798.) Bolivia needs comprehensiveconstitutional reform, and the return of power to the people through direct election of the heads of the executive, judicial, and prosecutorial branches in alternating years, and elections for 1/4 of the legislative seats each year. See the Charter forPermanent Peace for details. §1.4 §2.4 §5.3 §7.9
