Brazil’s constitution is dysfunctional and the only way forward is comprehensive constitutional reform. The heads of the executive, legislative, judicial and procuratorial branches should be were elected in alternating years. The President should be limited to one 5-year term and barred from running for 6 years afterward, and 1/4 of all MPs should face elections each year. In Haiti cholera is raging in the face of government incompetence. A modified semi-presidential system with cabinet similar to Finland’s, with a committee-style legislative system like that of Switzerland is needed. The premise for world peace is global democratization, and Haiti’s government should carry out basic constitutional reform to implement the above systems and effect a paradigm shift toward a democratic model. Absolute power leads to absolute corruption. The presidential system in democracy has many flaws, affecting even the US at times. Taiwan faces serious problems but impeachment is not an option. South Korea needs to amend its constitution to install a modified semi-presidential system, with the presidency declared to be above party politics. The Iraqi government should be revamped to feature a modified semi-presidential system with cabinet like that of Finland, and a committee-style legislature similar to Switzerland’s. Turkey is constantly threatened by military coups, but soldiers cannot be allowed to influence party affairs and politics. Turkey needs constitutional reform to limit the president to a single 5-year term with no right to run again for 6 years afterwards. The President of Turkey is in violation of Article 6 of the Turkish Constitution: sovereignty belongs wholly and unconditionally to the people, and neither the state nor officials have the right to exercise unconstitutional powers. Human security is a fundamental human rights which must take precedence over any regimes or sovereign. Constitution represent the general will of the people, and ensuring human security - including "personal safety" - is a basic duty for all constitutional guarantors. This means amending the constitution to ensure its provisions are in keeping with the times and the government will protect its citizens against terror. Relevant provisions of the one country, two systems doctrine note that China cannot interfere in Hong Kong affairs, yet Beijing constantly meddles in the internal affairs of the SAR. It is clear that the one country, two systems doctrine is very shaky. Article 39 of the Basic Law guarantees the right of Hong Kong’s people to self-determination, and they have the right to call for a referendum on any public issue. The people of Hong Kong should adhere to the two conventions and call for a referendum to decide their future. Otherwise when dictatorship becomes a reality, they will be obliged to resist.
