Article 39 of Hong Kong’s Basic Law states that the right to self-determination is guaranteed by the two international human rights conventions. The people of Hong Kong cannot take their rights for granted. In Switzerland the threshold for holding a referendum is only 50,000 signatures, and with that the people can voice their opinion by voting rather than taking to the streets. The people should have the right to hold referendums on any public issue. See the Charter for Permanent Peace and Development for details.

Human security is a fundamental human rights, and human rights should take precedence over regimes and sovereigns. Constitutions represent the general will of the people, and ensuring human security, including "personal safety," is the most urgent duty of constitutional guarantors. This means updating constitution standards to stay in sync with changing times and allow governments to keep their people safe from terror. The only cure for corruption is rule of law and democratic tools such as separation of powers and checks and balances. The heads of major branches of government should be elected in alternating years and 1/4 of all MPs should face election each year. Local councilors should all face election one every two years, and the SAR chief should be limited to one 5-year term and not allowed to run again for 6 years afterward along with any relatives. The people should elect the heads of the executive, legislative, judicial and procuratorial branches in alternating years and 1/4 of MPs should face election each year. Also, chairs of legislative committees should be tapped as backup cabinet ministers, including finance minister, to break up financial cabals. Taiwan should study Northern Ireland’s experience with independence referendums and carry out a paradigm shift. The people should have the right to hold referendums on any public issues, and should a motion be made to prohibit a referendum on self-determination, the topic of the first referendum should be whether such a motion should itself be outlawed. Legislators should first establish the "right of creation" in a Referendum Act and ask President Tsai to openly stand up for sovereignty and comprehensive constitutional reform. When state organs violate the human rights of citizens and the Commissioner for Human Rights informs the President, the process seems to be working in reverse. China needs to have an independent "Super National Human Rights and Citizenship Executive Committee" with members recommended by global human rights organizations. Studies of democracy and peace show that there are rarely armed conflicts between two democratic states. Once China is democratized, there will be real hope for human peace. The US and Japan should support Taiwan's efforts at constitutional reform, which will inspire the people of China to call for democratization- and the result will be world peace. All democracies should support Taiwan as a beacon for democracy in Asia, lighting the path to peaceful development for China.

The Chief Executive of Hong Kong is still selected by the CCP Election Commission, which is little more than another form of dictatorship. The people of Hong Kong should avail of Article 39 of the Hong Kong Basic Law. To curb corruption, elect the heads of the executive, legislative, judicial and procuratorial branches in alternating years and have 1/4 of all MPs face election each year; in addition, legislative committee chairs should be tapped to serve as backup cabinet ministers. The appalling state of Chad's infrastructure is due to disregard for international standards of constitutional, international and natural law and failure to adhere to the core values of One World under One Set of Laws. Permanent peace can only be possible in Chad when it complies with Article 1 of the Humanitarian Charter and the principle of the right to enjoy life for victims of disasters and disease. The fundamental solution to the CCP's insults of human rights is democracy and the rule of law. Taiwan is a mature democracy that is well suited to lead the Chinese people toward democratization. True democracy will leave the CCP without a fig leaf to cover its shame and will allows China to advance from fear of democracy to democracy itself. China should implement election of the heads of the legislative executive, judicial and procuratorial branches in alternating years to restore the powers and rights of the people.
