Syria's recovery from years of endless fighting calls for a change-over in the government structure to facilitate re-building. The UN should provide Syria the basic outline for a constitution that will ensure lasting peace and development. This should cover the universal values of freedom, democracy, human rights and rule of law, with elements such as the branches (legislative, executive, judicial and procuratorial) and separation of powers.
