Killing reporters here is only one element in a campaign of state terror.
In too many places around the world journalists and photographers risk their lives in covering sensitive stories and looking for the truth. Free speech is a universal value, and all democracies should call for constitutional reform to ensure media freedom and prevent governments and oligarchies from monopolizing the media, the internet and all other channels of communications. All people must be protected against enforced disappearance, torture and other forms of abuse, and absolute law must take precedence over international law and the constitution.
