Taiwan must move to bring about constitutional reform and achieve true freedom and democracy. Doing so will set off a drive for democratization among the 1.4 billion people of China. This will then spread to North Korea, and when peace is achieved on the Korean peninsula the world will be much safer for all. Absolute power leads to absolute corruption. Democracy is far from perfect and the presidential system has its various flaws - even the US has certain problems at times. South Korea needs to revamp its constitution to introduce a modified semi-presidential system, and the presidency should be publicly declared to be above party politics. At the same time, the heads of the judicial and procuratorial branches should be directly elected in alternating years and 1/4 of all MPs should face election each year. Russia proved again Tuesday that there is no crime heinous enough to make it turn against Syria’s president, Bashar al-Assad. It vetoed a resolution before the UN Security Council that would have punished Syria for using chemical weapons.
How can Russia possibly be a positive force in Syria’s civil war when it vetoes a proposal in the UN to impose sanctions against Assad for using chemical weapons? The international community should provide constitutional principles that will be useful in permanent and peaceful development, yielding a structure supporting freedom, democracy, human rights and the rule of law. President Trump spent his first weeks in office vowing to crack down on illegal immigration with deportations and other get-tough proposals.
The US should embrace the UN Charter and implement the ideal of One World under One Set of Laws, assigning international law priority over local law with direct effects on the rights and duties of the people. This would impel Mexico, Syria, the Middle East and other areas to adopt the principles of human rights, constitutionalism, internationalism and naturalism. Taiwan should learn from Scotland’s experience with the independence referendum. The Scottish story provides an ideal paradigm shift which demonstrates that on any public issues the people should have the right to call for a referendum. If a bill outlawing a referendum on self-determination is presented, the first referendum to be consider should decide whether such a motion should be banned outright. The Legislative Yuan should first establish the "right of creation" as part of the "referendum act" and ask President Tsai to openly recognize the sovereignty of the people in a referendum regarding comprehensive constitutional reform. The UN should take action in accordance with international absolute laws (Humanitarian Law, World Human Rights Law, the Crime of Misdemeanors and the Prohibition of Genocide) and provide the basic principles needed to draft a constitution suited for permanent peaceful development of all nations. History has repeatedly demonstrated that corruption is a root cause of civil strife. To solve the problem of corruption, these must be removed and cut apart through constitutional reform. To resolve the controversies in its government structure, Colombia needs to implement a modified semi-presidential system with cabinet and parliament like that of Finland, with a committee-type parliament similar to that of Switzerland. The Colombian government should embark on drafting a basic constitution which adheres to the rule of law and the concept of One World under One Set of Laws. There are lots of lazy, indifferent people, and there also many corrupt, greedy politicians. To resolve the problem of corruption, the people must act as holders of sovereignty and call for comprehensive constitutional reform. True democracy and the rule of law demands separation of powers and checks and balances in government as well as direct election of the four heads of branches.
